The proposal made for the development of the VROM site makes optimal use of the location and the qualities of the site.
This infill is a first step in the long-term strategy that is sketched in the urban section. By creating public spaces with pavilions or adjacent to a new building program (small scale) the goal is to instigate new and partially self-arranged development; housing/market spaces/public square/green areas. Flexible planning and structures arranged in a pattern or grid to enable gradual developments of building components.
